As a job seeker, I would want all three, a college degree, job experience, and certifications. I would want all three on my resume because with a certification I could “jump-start” my career and find a job to work my way through school, to earn my degree. By the time I would graduate I would have on job training. This would allow me to have an edge over other applicants of larger IT companies or have the option to “work my way to the top”. 

As an employer I would want a job candidate to have college experience, whether it be a technical certificate, Associates or bacholors etc… because it would show me that the candidate is committed, I would want the candidate to be willing to get certification if asked because of a certification being more specific. On the job-training would be desirable but not required because there are always probationary periods in which the candidate could prove the on job common sense.
